Both work. A cloud recording downloads from the recordings area of your site; a local one is already on the computer that recorded it. The audio-only download transcribes as well as the video.

Getting the recording out
From a Webex recording to minutes

Open your recordings list
Recordings made in the cloud sit in the recordings area of your Webex site, and the host is emailed when one is ready. A local recording is already on the computer that made it.

Download it while it is there
Sites keep recordings under a retention rule the administrator sets, so download anything you need to keep rather than assuming it will stay.

Drop the file into the box above, choose the language spoken and turn on speaker recognition.

Export the minutes
Rename the speakers, read it through, and export DOCX or PDF for the people who were not in the meeting.
The recording outlives the meeting only if you keep it
Webex recordings live on your organisation’s site under a retention policy you probably did not set, and a recording that gets deleted takes the only record of the meeting with it. A transcript is small, searchable and yours: the decisions, the owners and the dates in the words people used, at timestamps anyone can replay while the audio still exists.
The recording has disappeared from the list.
Sites delete recordings on a schedule the administrator sets. Ask whether it can still be restored, and download future recordings as soon as they are ready.
Is my recording used to train anything?
No. Files are stored for your account alone and are never used to train models, ours or anyone else’s. Delete the file and the audio goes with it.
